Stripping a sound roof to bare wood costs money in labor and in landfill fees. If the decking underneath is solid and the local code allows it, John can run purlins over the existing shingle and fix the panel to those.
He checks the deck first. On a roof carrying two layers already, or one with soft spots, the old material comes off and the job starts clean.
